This is a mechanic that we would definitely like to clean up and make more intuitive. When the rating system was removed, this remained. We'll look into it again in the future in order to hopefully make it more visible and intuitive for y'all!
There are 2 things that SOE NEEDS to do in the very near future in my opinion related to gear/itemization:
a.) Get a realistic view of resists vs specific levels (some kind of quantification on why a 500mit/lvl 70 item is less usefule than a 400mit/lvl 80 item.
b.) Somehow highlight effects on items on PvP servers to know which effects can be used in BGs and which ones can't.
